The Efficiency Arizona Program was created through funding from the Inflation Reduction Act, signed by President Biden in 2022. Through the Home Electrification and Appliance Rebates (HEAR) program, it offers rebates to Arizona households to make energy-efficient home upgrades more affordable.
Managed by the Governor’s Office of Resiliency, Efficiency Arizona works with local organizations, utilities, and Qualified Contractors such as Delta Home Services to help qualifying households use these rebates.
What changed on September 1, 2026: the program no longer rebates replacing gas appliances with electric ones. Replacing an existing electric system with a heat pump, or an electric water heater with a heat pump water heater, still qualifies, and panel and wiring upgrades qualify when they go with one of those appliances. Insulation or air sealing may be required alongside a heat pump project.

Program availability depends on federal funding. Delta Home Services is a listed Efficiency Arizona Qualified Contractor; qualified status is not an endorsement by the State of Arizona or the U.S. Department of Energy.
Who qualifies?
Efficiency Arizona is open to income-qualified households in every Arizona county.
You may qualify if:
You own the home and live in it (renters and rental properties are not eligible at this time).
You’re replacing an existing electric heating and cooling system or electric water heater with a heat pump.
You meet the program’s household income requirements.
Your household income is under 150% of area median income (AMI). Under 80% AMI the rebate covers up to 100% of project cost; 80–150% AMI up to 50% — each up to the measure maximum.
Households enrolled in programs such as LIHEAP, AHCCCS or SNAP may qualify without income documents.
The work has not started — completed projects are not eligible.
What the rebates cover
Maximum rebate per measure: heat pump for heating and cooling $8,000 · heat pump water heater $1,750 · electric panel $4,000 and electric wiring $2,500 (only with a qualifying appliance) · insulation, air sealing and ventilation $1,600 combined. Total per household $14,000.
The rebate is a percentage of your project cost up to these maximums, applied as a discount on the contractor’s invoice; it may not cover the full cost, and the balance is yours. Equipment must be ENERGY STAR certified. The program does not offer financing; rebates can be combined with utility rebates up to the project cost.
How to Apply
For a qualifying heat pump project the rebate is up to $8,000: up to 100% of the project cost under 80% AMI, up to 50% at 80–150% AMI.
