Installing a New Heating System in Chandler: Like-for-Like Furnaces and Gas Piping
Chandler exempts the simplest replacements. The city’s Homeowner’s Building Permit Manual lists like-for-like replacement of residential furnaces among the work that needs no building permit, and the city code adds that replacing a gas furnace needs no permit where the new equipment is of equal or lesser BTU capacity and sits in the same location. Neither list names heat pumps, so a heat pump replacement is a question to settle first. We’ll tell you whether a permit applies.
Gas piping is a different matter. For a new gas line inside the home, or a connection to an existing stub-out, the manual asks for a gas riser schematic showing the length of every section from the meter and the BTU rating of each appliance. The line is then pressure tested for at least 10 minutes. That matters when a replacement adds a gas furnace where there was none, or moves one.
Chandler adopted the 2024 editions of the International Codes with the 2023 National Electrical Code, and plans submitted on or after July 1, 2025 must comply with them. Unlike some neighboring cities, Chandler’s amendments publish no local winter design temperature. The manual adds that any construction requiring a permit must be done by a licensed contractor unless the owner-applicant does the work. Permit applications go through the city’s online Citizen Access Portal.

Is a heat pump replacement exempt from a permit in Chandler?
