Scottsdale Bathroom Remodels by a Licensed Contractor
A bathroom remodel touches everything at once — plumbing, electrical, tile, waterproofing and the city inspector. Delta Home Services LLC holds Arizona ROC 353767, classification KB‑2, and Delta’s plumbing and electrical companies hold their own licences. That’s 6,300+ jobs in Scottsdale since 2003.
Scottsdale’s most recent water quality report puts hardness between 13 and 17 grains per gallon depending on where in the city you are. The city also circulates an undated hard‑water fact sheet with materially higher numbers; we use the published report, because it is the one with a date on it. The USGS classifies anything above 180 mg/L as “very hard,” and every Valley city that publishes a hardness number is well past that line. Scale is why shower glass clouds, why aerators and shower heads clog, and why soap leaves a film that no amount of scrubbing quite removes. It is worth deciding on glass coatings, fixture finishes and whether you’re adding treatment while the walls are still open, not after.
Remodeling a Scottsdale Bathroom: Permits, Mid-Century Homes and HOAs
Scottsdale spells out which bathroom work needs a permit, starting from the rule that a Plumbing Permit is required to install, alter, reconstruct or repair any plumbing system. Its Home Improvement page lists repairing or replacing carpeting, flooring, trim, cabinets, countertops and drywall among the work that needs no permit. Repairing or replacing existing plumbing fixtures in the same location needs a Minimum Plumbing Permit, and adding or altering an electrical circuit needs a Minimum Permit. Anything that adds or relocates mechanical, electrical or plumbing systems, or involves construction, structural improvements or demolition, needs a full permit. We’ll tell you whether a permit applies.
The city fines work completed without a permit an amount equal to double the permit fee. It also reminds owners that CC&Rs are a civil contract between the property owner and the owners’ association, that the City of Scottsdale does not enforce them, and that it is the owner’s responsibility, not the city’s, to know them before a building modification. If you live in an HOA community, the association’s rules are yours to check before work starts.
Scottsdale’s houses span seven decades. In the Census Bureau’s 2020–2024 American Community Survey, the median home dates to 1991, 28.8% were built before 1980, 9.2% in the 1960s alone and about 27% in 2000 or later, and McCormick Ranch began the city’s master-planned communities in the early 1970s. The four historic districts, Village Grove 1–6, Town and Country Scottsdale, Villa Monterey Units 1–7 and Sands North Townhouses, come under a Historic Property Ordinance that has the Historic Preservation Commission review and approve exterior alterations and demolition, so a new window or exterior vent is the part to raise with the Historic Preservation Office.

Frequently Asked Questions
Bathroom Remodeling in Scottsdale, AZ
Does replacing a toilet or vanity in the same spot need a permit in Scottsdale?
Yes, a small one. Scottsdale lists repair or replacement of existing plumbing fixtures in the same location as Minimum Plumbing Permit work. Cabinets, countertops, flooring and trim need no permit. Moving a fixture or adding plumbing needs a full permit. We’ll tell you whether a permit applies.
Do I need a permit for a bathroom remodel in Scottsdale?
Usually, once plumbing or wiring changes. Scottsdale requires a permit for construction, structural improvements, demolition, or adding or relocating mechanical, electrical or plumbing systems, and it fines unpermitted work double the permit fee. Adding or altering an electrical circuit is on its Minimum Permit list. We’ll tell you whether a permit applies.
Are you licensed for remodeling?
Yes. Delta Home Services LLC holds an active Arizona ROC license, number 353767, in classification KB‑2, Dual Residential and Small Commercial — which the Registrar of Contractors defines as carrying the scope of both the B‑2 General Small Commercial and the B General Residential licenses. Delta’s plumbing and electrical companies hold their own licences: ROC 303285 for plumbing and ROC 291852 for electrical. All three are public — look them up on the ROC site.
Can you build a curbless shower or add grab bars?
Yes. Curbless and low‑threshold showers, wider door openings, comfort‑height fixtures, bench seating and properly blocked grab bars are all standard remodel work for us. Two things worth knowing. First, the ADA does not apply to a private single‑family home — the U.S. Access Board says so directly — so no contractor can honestly certify your bathroom as “ADA compliant.” What we can do is build to the ADA Standards’ dimensions, and say so plainly: grab bars mounted 33‑36 inches above the finished floor, 1¼‑2 inches in diameter, with 1½ inches of clearance to the wall, and a roll‑in shower at least 30 by 60 inches with a threshold no more than ½ inch high. Second, and this is the part that has to happen during the remodel: the ADA Standards test grab bars against a 250‑pound load. That means solid blocking behind the tile while the wall is open. Grab bars added later, into drywall anchors, do not carry that. If accessibility is anywhere in your plans — even years out — tell us before we close the walls.
My Scottsdale home is in a historic district. Does a bathroom remodel need review?
Scottsdale’s Historic Property Ordinance has the Historic Preservation Commission review and approve exterior alterations and demolition in its four historic districts, including Town and Country Scottsdale and Villa Monterey. An interior bathroom remodel is mainly a building-permit question; a new window, exterior vent or addition is the part to raise with the Historic Preservation Office.
