Tempe’s 2025 report gives an average hardness of about 12.3 grains per gallon (211 ppm), with a range from 10.4 all the way to 32.6 depending on source and season. Remodeling a Tempe Bathroom: Older Homes, New Codes and Historic Districts

Tempe has the oldest housing of the five cities on our bathroom pages. In the Census Bureau’s 2020–2024 American Community Survey, 41.2% of Tempe homes were built before 1980, 35.8% in the 1960s and 1970s, another 21.9% in the 1980s, and the median home dates to 1984, so an original bathroom in a median Tempe house is more than 40 years old. Postwar neighborhoods on the city’s historic register, such as the Roosevelt Addition, University Park and Date Palm Manor, date from the late 1940s and 1950s.

The codes changed this year. Tempe adopted the 2024 International Code Council codes and the 2023 National Electrical Code effective July 1, 2026, and through December 31, 2026, permit applications may be submitted under either the 2018 or the 2024 adopted codes. From January 1, 2027, every application must comply with the 2024 codes, the 2023 NEC and local amendments. Historic districts matter less for bathrooms than for exteriors. Tempe’s Historic Preservation Office reviews exterior changes to properties on the Tempe Historic Property Register, and the city says plans for interior work do not require its review or approval. There is no cost to property owners for its design review. Its list of permit activities that don’t need review includes interior plumbing work not exposed on the building exterior and roof vents replaced with materials that match the existing ones. Tempe also notes that homeowners associations can enforce maintenance and design standards beyond city ordinances.

Yes. Curbless and low‑threshold showers, wider door openings, comfort‑height fixtures, bench seating and properly blocked grab bars are all standard remodel work for us. Two things worth knowing. First, the ADA does not apply to a private single‑family home — the U.S. Access Board says so directly — so no contractor can honestly certify your bathroom as “ADA compliant.” What we can do is build to the ADA Standards’ dimensions, and say so plainly: grab bars mounted 33‑36 inches above the finished floor, 1¼‑2 inches in diameter, with 1½ inches of clearance to the wall, and a roll‑in shower at least 30 by 60 inches with a threshold no more than ½ inch high. Second, and this is the part that has to happen during the remodel: the ADA Standards test grab bars against a 250‑pound load. That means solid blocking behind the tile while the wall is open. Grab bars added later, into drywall anchors, do not carry that. If accessibility is anywhere in your plans — even years out — tell us before we close the walls.

It can. The City of Tempe notes that homeowners associations have the legal authority to enforce maintenance and design standards in addition to those set by city ordinances. Check your association’s rules before the project starts, especially in a condo or townhome community where work may touch shared walls or common areas.
