Do I need a permit to replace a water heater in Chandler?
Not for a like-for-like replacement. The City of Chandler’s homeowner building permit manual lists like-for-like replacement of residential water heaters and water softeners as exempt from permits. Switching from gas to electric or the reverse, changing from a tank to a tankless unit, or moving the water heater to a new location is not like-for-like, so check with Chandler Development Services before that kind of change. Why does water hardness vary across Chandler?

The Pecos plant treats Salt River, Verde River, and Colorado River water, the Santan Vista plant treats Colorado River water from the CAP, and the city also runs a network of groundwater wells.
