How does Mesa’s hard water affect my water heater?

It builds scale. The City of Mesa reports average hardness of about 12 grains per gallon in the City Zone and about 16 in the Eastern and Southern Zones, and recommends setting water softeners to 16 grains. In a tank heater, those minerals settle as sediment that insulates the water from the burner or elements, so the unit works harder and holds less hot water. In a tankless unit, scale coats the heat exchanger. Flushing a tank and descaling a tankless unit on a regular schedule, more often in the harder zones, is the simplest way to protect either one.

Not for a straight swap. The City of Mesa does not require a permit for a residential replacement of a gas or electric water heater with a like-for-like model of equal or lesser rating. It does require one to replace a gas storage water heater with a gas tankless unit, and the city asks that the serving gas utility be notified before a gas appliance is placed into service. We’ll tell you whether a permit applies before the work starts.

Yes, for SRP customers. SRP currently offers a $500 rebate on an ENERGY STAR heat pump water heater with a Uniform Energy Factor of 2.8 or higher that replaces an existing water heater and is installed by an Arizona-licensed plumbing contractor before April 30, 2027. You need more than a year of SRP residential service, new construction does not qualify, and you apply online within six months of installation with the paid invoice. Your electric bill shows which utility serves your home. Confirm current terms with SRP before you schedule.

Usually, but it is more than a swap. A gas tankless unit needs far more gas at full fire than a tank, so the gas line often has to be upsized, and it needs its own venting and a nearby electrical outlet. In Mesa this change also requires a building permit, and depending on your address the gas comes from either the City of Mesa’s gas utility or Southwest Gas. With Mesa’s hard water, plan on descaling the unit periodically. We look at the gas line, venting route, and location before recommending it.

That sound is almost always sediment. Minerals from hard water settle in a layer at the bottom of the tank, and water trapped under that layer boils in small bursts when the burner or lower element fires. It is not dangerous by itself, but it means the heater is working harder and losing capacity, and a heavy layer can overheat the tank bottom. A flush often quiets it. If the noise persists after flushing, or the tank is older and showing rust or moisture at the base, replacement is usually the better value.
