Who is responsible for the sewer line between my house and the street in Mesa?

The City of Mesa maintains the main sewer line in the street or alley. The lateral that runs from your house to that main is the property owner’s responsibility to maintain, clean, and repair, including the portion under your yard or driveway. If our camera inspection shows the blockage or break is in the city main instead, we will tell you so and you can report it to the city’s Wastewater Collection division rather than paying for a repair that is not yours.

Recurring backups on the same line almost always point to roots or a structural defect. Clearing the line with a cable restores flow, but roots grow back through the same cracked joint, and a sagging section keeps collecting waste. A camera inspection after clearing shows where the problem sits and how deep, so the fix targets that spot, whether that means a sectional repair, lining the pipe, or replacing the run.

It depends on when the house was built. Homes from the 1950s through the early 1970s typically have cast iron drains under the slab and often a clay tile lateral outside, while homes from the late 1970s onward mostly use black ABS plastic. Cast iron scales and cracks along the bottom of the pipe as it ages, clay joints let roots in, and some mid-1980s ABS is known for cracking at glued joints. A camera inspection identifies the material and its condition without opening anything up.

Usually, but we check first. Hydro-jetting uses high-pressure water to scour grease, scale, and roots off the pipe wall, which clears a line more completely than a cable does. On cast iron or clay that is already badly cracked, jetting can make an existing break worse, so we run a camera through the line before recommending it. If the pipe will not tolerate jetting, that is a sign it needs repair rather than another cleaning.

Replacing a sewer lateral or installing new drain piping generally requires a City of Mesa permit and an inspection. Clearing a clog, hydro-jetting, and camera inspections do not.
