Water Heater Questions from Glendale Homeowners

Do I need a permit to replace a water heater in Glendale?

Not when a licensed contractor does the work. The City of Glendale’s building permit guidance states that a residential water heater replacement installed by a licensed contractor does not need a permit. If you plan to do the work yourself, or you are moving the water heater or changing its fuel type, check with Glendale Building Safety first. Either way, the new unit still has to be installed to code, including venting, the temperature and pressure relief line, and a drain pan where it is required.

The common warning signs are rusty or discolored hot water, popping or rumbling from the tank, moisture or a slow drip around the base, hot water that runs out sooner than it used to, and a pilot or burner that will not stay lit. Some of these, such as a failed thermostat, element, or thermocouple, are routine repairs. Rust in the water or moisture from the tank itself usually means the tank is corroding from the inside, and at that point replacement is the safer choice before it leaks.

Often, but not always in the same footprint. Federal efficiency standards introduced in 2015 made many tank water heaters larger in height or diameter, so a new 40 or 50 gallon unit may not fit a closet built for the old one. Gas units in closets also need adequate combustion air and a sound vent, and any interior install should have a drain pan and a properly routed relief line. When a standard tank will not fit, a different tank shape, a tankless unit, or relocation can solve it. We measure and check the venting before recommending one.

That depends on your utility. Your electric bill shows which utility serves your home. SRP currently offers its customers a $500 rebate on a qualifying ENERGY STAR heat pump water heater that replaces an existing unit and is installed by an Arizona-licensed plumbing contractor, with an online application after installation. APS does not currently list a heat pump water heater rebate. Check which utility is on your bill and confirm current terms before you schedule. Heat pump units need room and airflow, so a garage is usually the best location.

Once a year is a good baseline for a tank water heater in the Valley, and more often if you do not have a softener or you notice popping noises. Glendale’s 2024 water quality report does not list a hardness figure, and because the city blends river, canal, and well water, hardness can vary by area. The city’s water quality lab can tell you what to expect at your address, and a simple test at the tap will too. Tankless units need periodic descaling rather than a flush.
