Chandler’s Home Owners Building Permit Manual, revised April 2026, draws the permit line clearly. Painting, papering, tiling, carpeting, cabinets, countertops and similar finish work are exempt. But the manual says ordinary repairs do not include the addition, alteration, replacement or relocation of water supply, sewer, drainage, waste, vent or similar piping, or of electric wiring. It also says work that requires a permit must be done by a licensed contractor unless the owner-applicant does it, and that a licensed contractor is required to obtain a permit for a home that is leased or rented. Is retiling a Chandler bathroom exempt from permits?

Can you build a curbless shower or add grab bars?
Yes. Curbless and low‑threshold showers, wider door openings, comfort‑height fixtures, bench seating and properly blocked grab bars are all standard remodel work for us. Two things worth knowing. First, the ADA does not apply to a private single‑family home — the U.S. Access Board says so directly — so no contractor can honestly certify your bathroom as “ADA compliant.” What we can do is build to the ADA Standards’ dimensions, and say so plainly: grab bars mounted 33‑36 inches above the finished floor, 1¼‑2 inches in diameter, with 1½ inches of clearance to the wall, and a roll‑in shower at least 30 by 60 inches with a threshold no more than ½ inch high. Second, and this is the part that has to happen during the remodel: the ADA Standards test grab bars against a 250‑pound load. That means solid blocking behind the tile while the wall is open. Grab bars added later, into drywall anchors, do not carry that. If accessibility is anywhere in your plans — even years out — tell us before we close the walls.
I rent out my Chandler home. Can I remodel the bathroom myself?
Not the permitted parts. Chandler’s permit manual says that if you own a home you lease or rent to others, a licensed contractor is required to obtain a permit.
